We have tried to edit the registry, but get stuck at the Policies >

Create it yourself in the HKCU hive and follow the instructions for
suppressing the Access 97 popup message.

At what step are you getting stuck? (I don't see any reference to "the
Policies > Microsoft tab" in that KB article)

If this is step 3 of the first part, are you sure you're in the
HKEY_CURRENT_USER hive?

OK, done that, now when I start 2003 and open an 97 DataBase, it auto
converts even when the value is 1 and decimal

Make sure you added the entry to the Office | 11.0 | Access | Settings key in
the Current User hive, not the Local Machine hive. If you didn't make any
mistakes, it means one of two things:

1) Your registry is corrupted, or
2) Your user account doesn't have enough permissions to read and execute
this registry entry, so you know why the registry key was removed.

The second reason is the more likely reason. Check with your system admin on
what group policies may be affecting your registry settings. If your
registry is corrupted, log in as administrator, uninstall Office, use a
registry cleanup utility, and reinstall Office.

OK, the wizard box has gone but tt still says "converting" on the bottom left
coner of the program (above the START) when opening a 97 file, is this normal?

Saying that, the DataBase still works in 97 so I don't think it has converted.
