Access 2007 lockdown - is it possible?

Tried everything to lock down an Access 2007 database.
Finally hide the navigation bar only to find a loophole in the quick
access bar.
Does anyone know how to hide/disable the quick access bar?
Even an accde file allows users to blow away queries and tables!
Why did they take away all our beloved security options?

In the above, it hides everything for me. And, I can't makes changes to the
quick access bar.

If you converted that above sample to a accDE, and set the shift by-pass, I
don't think users will be able to get to the access interface.

Also, try the sample "report" in that example, and you see an custom ribbon
for that report.

Perhaps you doing something different, but I seeing the same behavior you
mention?
