Access 2003 - Cannot use RefreshLink?

I've upgraded an MS Access 97 db to 2002-2003, and now my users cannot
refresh linked tables. Their security settings remain unchanged from before
(although I had to recreate the .mdw file from scratch) - their group has
Admin permission on all tables/queries in the FE db, and read design
permission on the source db (they have open/run permission on the source db,
too). I've used the Access Security FAQ many times in the past, and I've not
had a problem with the TableDef.RefreshLink method in 97 or 2000. I tried
using ADOX but I get the same error (3111 - you don't have the necessary
permissions to modify this object). The RefreshLink method works fine if I
log in, since I'm a member of the Admins group.

Anyone have any ideas? The MS Knowledge Base had no info ...

Hi, Ross.

Ensure that the entire Group in which these users belong has "Modify Design"
permissions on the tables, not just individual users. Sometimes security
permissions can be left out on the conversion to the newer version of Access.
It's best to desecure the database, then convert the database to the newer
version, then re-apply user-level security again.

Jeff Conrad (Access Junkie) and Sandra Daigle (Access MVP) recently released

database and applying them to objects in another database of identical

Hi Gunny,

I re-created this db by importing objects from MS Access 2000 version, where
I had imported objects from the 97 version. The 97 version was desecured and
I re-applied all security to the 2003 manually. I only use group security,
not user - none of the users in this group can re-link tables.

Does any of this twig something? I've never had a problem with re-linking
tables in earlier versions of Access ...
