Access 2002, Ser. Pack 3 file doesn't work on my 2003 Pk 2.WHy?

I can open the Access 2002, SP 3 file, but I can't make any additions or
changes to it. Why?
 
What file are you talking about? Do you mean you can open an MDB file in
2002 format but can't change it?
