A "Not Exists" subquery will do the trick here:

SELECT Customers.*
FROM Customers
WHERE Not Exists
(SELECT CustomerID FROM Orders
WHERE Orders.CustomerID = Customers.CustomerID
AND SaleDate >= DateAdd("yyyy", -1, Date());
