Accepting Cookies

Can anyone help us set our computer to accept cookies?
When we go to Tools, Security, then to "reset" accept all
cookies is not an option, neither is block all cookies.
We only have low, medium and high. We go to certain
websites, such as ebay, and can't logon because it's
asking us to allow our browser to accept cookies and we
can't figure it out. Can anyone help? Please?
