Accept All Track Changes: Greyed out in Word 2003

I have had several issues where a client needs to accpet all track changes in
a Word document, but the Button is greyed out. On some having the client copy
and paste the entire doc into a new header takes care of the issue, but I
have had some that nothing I have done would correct it. Any ideas??

Here is what I have done so far. Remove the norm.dot then ran a registery
clean on word. did not correct the issue.

The button is usually not active when the document has been protected for
track changes. They would have to uprotect it.
