Accents on International keyboard layout stopped working

My keyboard's input language is ENGLISH (UNITED STATES),
and the layout for it is UNITED STATES - INTERNATIONAL.
This allows me to place accents on letters simply by
pressing the apostrophe key, followed by the desired
letter. The way this works is that when you press the
apostrophe key, nothing happens. But when you press the
vowel you want the accent to be on, the accented letter
appears on your screen.

It is the only keyboard installed.

It was working perfectly yesterday, but it stopped working
all of a sudden. When you press the apostrophe key,
nothing happens - which is expected, as described above.
But when you press the key corresponding to the letter you
want accented, the letter appears without the accent.

Perhaps the file got corrupt? Which file would I replace
in this case?

If the problem isn't with file corruption, what could it
be?

Hi,

I just read that you have to use CTRL + ' and then the
letter to have a result. Same goes with all the accent.
For ^ you need to do CTRL + Shift + 6 and then the letter
For tremas do CTRL + Shift + : and then the letter.
This is for Windows 2000 and XP
