Acccessing newsgroup using Outlook Express

I've recently had to start from scratch on my computer. In the past, I would
do the following to be able to access the newsgroup;

Right click on the tool bar and pull down to customize
Select Category GO and Command NEWS and put NEWS in the toolbar.

I can't do this as NEWS is not present in the GO category. How do I set
this up so that I can access the newsgroup through outlook express?

To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, click the "Don't ask me again" box and then click the No button.
