Absoutely desperate - Cannot create 2nd user account with admin pr

Hello, I created a new user (administrator) account for my spouse. I login
to this 2nd account and I cannot change the desktop background or access even
the screensaver options due to privilege restrictions. I have tried every
way and sideways to make this account an equal administrator without
restrictions. Completely Stumped.
 
A limited account should be able to change the Desktop and screensaver.
Perhaps you should remove the account and create a new one. This time make
it an administrator account if that is what you want to do.
BTW have you logged on to your own administrator account to do this? Go to
Control Panel->User Accounts then select her account and choose "Change
account".
 
This is perplexing as even a user with 'limited' privileges should have
access.

Let's take them one at a time beginning with the screensaver problem.

Let us know if you now have access, then we can work on the desktop

You might also want to create a 'third' account just to see if you see same.
 
Recreating accounts does not help at all. I can create dozens of
administrator accounts but none function with administrator privileges.
 
Have to check the Group Policy snap-in "gpedit.msc"
or the Security Policy snap-in "secpol.msc"
There may be restrictions there that limits the new accounts.
How are you creating the new accounts?
The easiest way to create and administrator account is to log in as an
administrator and create a new "Computer administrator" from
the control panel.

Note that these are *not* supported in XP Home Edition, which is likely
to be what he has
 
The problem he is having is not specific to his machine. I have had the same
from the beginning with my XP Home. I have tried all the suggestions I have
seen during the last few years and none fix the problem. There is some
other hidden factor someplace that no one appears to know about.
