About XP Pro Firewall Settings

I cannot find which ports PC-cillin want to use & also it may need to use
ICMP besides TCP/UDP.
How can I allow that .exe to access "ALL" ports & "ALL" protocols?

There is almost on reason for it to use ICMP or Internet Control Message
Protocol. i would advise updating to a version that is still supported by
Trend Micro.
 
I'd advise using a seperate software firewall like Kerio PF or
ZoneAlarm; much easier to configure and more reliable than the XP
firewall, plus they are free.

Really the inbuilt Firewall gets too difficult for his sort of
situation. Get the free version of Zone Alarm instead, from
www.zonelabs.com. and once it is up and running, disable the inbuilt
one. In Zone alarm, when the program first tries to access the net you
will get a 'do you want X allowed access', and can check the 'always do
this' before clicking Yes. And from the sound of it, the particular
program *may* need to be allowed to act as a server,though I would try a
No (and don't check the box) on the first occasion, to make sure it is a
real need
