Ability to see what is binding a given port

I am trying to install software that uses it's own telnet service to connect
to a database. The telnet service is unable to start because it can't bind
port 23. Is there any way to see what else is using port 23? I do not have
the Microsoft Telnet service running. An older version of this software had
been running on my laptop. I have downloaded the Internet Explorer Beta 7b. I
don't think I tried using the software since installing IE 7. I can't find
any documentation that shows how to see what is using this port. Any help
would be greatly appreciated

It does sound like you have a telnet app running, do a google for a
product called activeports, it will graphically display all processes
and the ports that they use.
I assume this is a windows box as you specifed "Microsoft Telnet", if
linux there is a command already available.

Thank you for your tip. I downloaded the software - nothing showed on port 23
- mystery still exists. However this software totally freaked out my
anti-virus software from Symantec. There were constant warning about this
software, and the fact the publisher sold an API that would cause problems.
