a window tells me message cannot be created, why?

I try to send a picture via email but a window pops up saying unable to
create message. If Outlook is running, make sure it has no open dialog boxes
and then try again. I do that but it still doesn't work. I downsized the
picture. what else can i do?
 
Send a picture by what method?
With which version of Outlook?
Do you do this with Outlook already running or closed?
