A Square Image (no install)

A Square Image is a freeware application for easily
reducing/cropping/padding an image to a (square) target size. The simple
visual one-screen interface provides an intuitive (even fun) image
editing experience. It is particularly useful for processing and editing
digital images and photos. A Square Image is ideal for creating textures
for use in Web 3D applications like VRML, which work best with 128x128
or 256x256 images. It's also pretty handy for making 32x32 BMPs for
things like icons.

If I understand correctly, you can only make pictures with 256 by 256,
128 by 128 and 32 by 32 pixels of size, and no other. Can this really be
called a functional software?

You might want to take a look at

A Smaller Image 2.0

Resize and crop your photos in seconds with this superb graphics
utility, it previously sold for =3F17 but now you can download it here for
free

If you regularly take digital photographs or scan in images, the routine
of resizing and cropping images will be familiar to you. A Smaller Image
streamlines this so that you can adjust photos in moments and spend more
time on the creative decisions that really matter. The program has a
single window interface which contains all the tools you need for image
resizing. Just drag and drop our source image on the left-hand pane,
then use the slider above this pane to choose the area you want to crop.
You can drag the crop zone around the source image to change its
position. Move to the right-hand pane to select the output resolution
with the second slider control. The blue bar within the first slider
indicates whether the output resolution is less or more than the source
after cropping. You can can also add basic effects like a text caption
or a faded-edge border before you process your image. Simple, quick and
effective.
