A resource is busy or you lack sufficient permissions - tasks?

I cannot view tasks in the To Do Bar or calendar view, etc. Error reads A
resource is busy or you lack sufficient permissions. I tried selecting
properties in folders to select show in To Do Bar but this option is not
available as described in the help feature. Any ideas?
