A new mail message window does not open when you click a mailto

A new mail message window does not open when you click a mailto link on a Web
page on windows-2000 and Outlook-2000

When I click on mailto link following error message I am getting

"This operation could not be performed because default mail client is not
installed properly"
If anyone knows solution please let me know.

Make sure Outlook is set as the default mail application in Control Panel->
Internet Options-> tab Programs

Hi,Thanks for your response,Yes I checked all settings are ok.but problem is
if I add some users to local administrator group they can able to get new
mail message window,Since we security issue I cant add all users to local
administrator group.
