a list for people Waiting..

Okay, i have another question since it's different so I thought I should ask it in a different thread, okay how would I make a waiting list in ms access relational database? for example if in a table only a specific number of data is desired and the rest had to go in a waiting list or a queue, this is difficult for me to explain... hmm how can I explain this properly.. OK let's assume we have a company that teaches how to cook, but since the equipments aren't many there is a number of learners that can attend and the rest that join are put on a queue list, and lateron when another cooking class opens they're pulled on from that list before getting new people. Now how would I do that?? If you guys know of any sites that deals with this would be highly appreciated.. or any help with this
