A Help Request - blocking 1 user from internet

Hello,

I've been trying to search the Microsoft knowledge base, and WinXP Help,
but can't find what I need.

I'm wondering whether WinXP-Pro-SP2 has a way of blocking only one user
from accessing th einternet. I have a wireless mini-network (one remote
communicates with one hub), and i'd like to set up a user account which is
*only* for using a few graphics programs, without that account activating
the network or having any internet interaction at all.

BEWARE: Read the requirements CAREFULLY, and KEEP THEM handy in case you
ever need to modify/remove it! That stupid toolkit is not for the
inexperienced user and is too often bounced around as a fix all. It gets
too many people into too much trouble to be worthwhile. Well, it's OK for
me: I get paid decent bucks to unmuck it, but ... that's a different story!
