I don't believe there is, but if this setting has a corresponding registry entry you should be able to write an ADM to push it out through Administrative Templates.
(By the way, if I was a user in your network and I couldn't organise my icons the way I wanted I would get mightily frustrated!)
Can't seem to find this - want to auto arrange icons for all users - is there a GPO for this hidden somewhere?
