a freeware to change a picture to a cartoon?

Is there any freeware to manipulate the image in such a way to change it in
a cartoon type?

If that implies that IV can use PSP plugins, that's pretty cool. I

AFAIK IV doesn't support *all* PSP plugins. Only those that were made
using Filter Factory can be used in IV.
