A button with "Windows" logo on it - how to customize?

Dear group,

on my keyboard in the lower left corner there is a button with "windows"
logo on it (between alt and Fn buttons). This is handy as a shortcut
for various operations- for. example, "Win"+ "E" starts windows
explorer, or "Win"+"D" minimizes all application windows and shows
desktop, while "Win"+"R" brings up Run box.

How can I add functionality to this button, so that I can start my
applications by pressing "Win" + some other button?

Without using any 3rd party software all user assigned shorcut keys have to
start with CTRL+ALT + some key.

You cannot use the ESC, ENTER, TAB, SPACEBAR, PRINT SCREEN, SHIFT, or
BACKSPACE keys.
