98SE to XP Home AND MB change

The current machine is Windows 98SE, I bought a new motherboard, disk and XP
Home OEM bundled in. I want to perform an upgrade not a new install.

Should I do the 98SE to XP upgrade first - will OEM version allow this? If
not is there a workaround?
Or do the motherboard/disk change first ?

You can't upgrade using an OEM version - OEM versions
only allow clean installs.

You should do all your hardware changing before
installing XP.

If it was possible to use the OEM version to upgrade 98, you should setup
the new mother board with 98, then do the upgrade to XP. This will save you
from doing two installs of XP. When XP is installed after swapping out the
MB, you would need to do a Repair install on the first boot to set XP to the
new MB.
