Delete files on C? Sure. Assuming you're just talking about the Windows 98
directory.

Just move them from D? No. XP's boot setup needs to know where certain files
are.

You must retain the following (hidden) files on C:
ntldr
boot.ini
ntdetect.com

but can delete other things from there - I would make sure though about
whether the XP is using C:\Program Files or has made its own D:\Program
files (it probably has, in which case the one in C: is not being used).
No - it is impracticable to move things from D: to C: because the letter
is so inbuilt in the registry by now. Either live with D: or start
over, deleting both partitions (and all data on them) and making a new
one.
