98-2-XP All Day Events

I've bought my wife a new PC for Christmas. Importing
her Outlook data from 2K to XP results in "All Day
Events" converted to 2:00am (day 1) to 2:00am (day 2).
Time zones, regions, etc. are set correctly and the same,
and are consistent between Outlook and Windows.

Any ideas?

Rather than import, you should just re-use her original .PST file in the new
copy of Outlook -- that should preserve all the proper times. Don't
overwrite the new .PST with the old one; instead, just open it alongside
(using File | Open, in Outlook) and then tell Outlook to use the old .PST as
the default.
