All day events span two days - not timezone problem!

I'm having a problem with all day events spanning two days when I
synchronise my calendar with my mobile phone, but unlike most things
I've read regarding this my problem is not time zone related.

The problem is simple: Outlook appears to consider all day events as
from 12:00AM on day 1 to 12:00AM on day 2. My phone on the OTOH
considers all day events to be from 12:00AM to 11:59PM on the same day
(which IMHO is more consistent with both start and end time being
inclusive). So the extra minute added by outlook puts the event into
the following day and screws things up.

Regardless of which interpretation is "correct", does anybody know a
way of changing the all day event default times in Outlook? For a
business user an all day event could even be from 9:00AM to 5:00PM
etc.
