Assuming you meant 8X AGP, instead of ACP, Yes. Just not at the maximum
potential of the board's bus.

Yes. It will just work at 4X and not 8X is all.

In fact many of the new 8X AGP boards require a minimum of a 4X card
be used.

may have to tell your bios that your video card is 4X,
unless the bios sees it automatically, as mine did.

Yes if the voltage is correctly matched.
