403 error Can't download anything

I've tried everything except the regestry thing, I don't
want to mess that up. I have no problems accessing web
sites, it's just that I can't download. In the options
menu its set for download.. Maybe a windows re-install..
I don't know---- PLEASE HELP...

I went there, but it didn't do any good. Its only
downloading, when I get the error message, not sites. I
will go and try again... Thank you much.......
