3.5 Floppy INOP, shows RAW File Sytem??

help. I think there is a simple fix. ive got a box that
the floppy always shows RAW file system on known FAT
floppy disks. I dont know the manufacturer, have not
opened it up yet. It has never worked, according to the
owner. Any quick ideas? thanks
