2nd HDD not detected in windows

I have a new PC which I have installed a second hdd as a slave. The
slave drive is seen in the bios and in disk management but not in
windows. Disk management does not give me the ability to right click
and enable the drive so there is no drive letter assigned. I know the
drive works because when I put it back into the old machine every
thing is fine.
I am running XP Pro sp2C
the old machine is 98se
Any ideas?

It sounds likely that you don't have the drive jumpers correctly set.
This may take some experimentation, and you must power down to make the
changes. would suggest not finally mounting the drives till you have this
settled. You may need to make jumper changes on *both* drives.
