Is it possible to set more than 256 colors on a client?

Yes, by upgrading the server from win2k to win2k3, who supports high color
by default, or
by using Citrix technology on top of your win2k TS server.

Assuming he's using Windows Server 2003, as the new RDP client will NOT allow you to get 16 or 24 bit color depth in a session connecting to a Windows 2000 Server. The color depth is dependent in the RDP level of the serve
