250 GB HD WILL NOT SHOW

I just purchased a 250 GB Hd. It will not show up in my
computer. It shows in the start up procedures though. How
can I partition it and get it to show?
 
Right-click on My Computer and select Manage.

Go to logical disk manager.

Create a partition on the new drive and format it.
