2003 not importing .vcf correctly

I have Outlook 2003 (11.5608.5606) and I'm running up
against what I believe to be a bug when importing .vcf
files.

I can create a contact, and type a message in the notes
area of the contact. After saving the contact as a vcf,
the file contains the correct information. However when
the vcf is imported, the "TEST NOTES HERE" is nowhere to
be found. (Vcard Below)

I've tried this as an experiment with another computer
with the same result.

Is there something in the config I'm missing or is this a
bug?

Is there a mechanism to report these kind of things that you are aware of? How does one tell them that it doesn't work?
