2000 access file uneditable in 2003

I am having trouble editing an access file in Access 2003. I can edit it just
fine with Access 2000 however when I open it in 2003 80% of the edit options
under the edit pulldown are unavailable. Does anyone out there have any
bright ideas? I looked in help section but couldn't seem to find anything.
Did Microsoft make a change in security with 2003?
 
yeah you need to either sign it or drop your macro security level
