I have a 12 page document in one file. I want to number the first 6
pages as one set and the other 6 pages as another set, without
separating them into separate files is it possible to page number it so?

1. Insert a Next Page section break between pages 6 and 7.

2. With the insertion point in Section 2, View | Header and Footer.

3. On the Header and Footer toolbar, click the Format Page Number button.

4. Change "Continue from previous section" to "Start at 1."

for the two sections i.e page 1 of x, page 1 of y

I like to go down to the dog pound and pretend that I've
found my dog. Then I tell them to kill it anyway because I
already gave away all of his stuff. Dog people sure don't
have a sense of humor.

Well, you did not ask that as part of the original question, but in this
case, yes, you can do that. Use the SectionPages field instead of NumPages
for the Y in Page X of Y.
