2 printers: 1 Black and White and the other Color

I have a Xerox DocuColor 250. I only want to give certain users access to
print in color. I've tried setting up 2 different printers with different
default preferences but the user can still change them. Is there anything I
can do? Xerox doesn't seem to offer a Black and White ONLY version of their
print driver.

The least pain and strain solution is to simply buy a B&W laser printer, and
block access to the color printer for the non elite users.

I hope this is not in a school setting, where the students are not allowed
to print in color.
