2 outlook accounts, 1 works, other receives but cant send, why?

We have two accounts on outlook, one of which sends and receives fine but the
second one will only receive. When you try and send from that account is
says that the recipient(s) could not be reached. Tried several things but
nothing seems to be working...help!

Are you connected to the network/ISP that includes the SMTP (outgoing mail)
server for your second account?
