1962, no OS found.

Got an old IBM here, the MB got fried somehow and i got a service tech out
here(boss had a contract, so cheaper than me buying new hardware of building
a new rig) who replaced the PSU and MB. However it seems he didnt config the
bios etc and well.. I've goten past several problems so far but this one isnt
going away.

Im not sure what is wrong, the computer reboots fine once you boot into
windows, but if you actualy shut it off and then do a cold boot it starts
displaying 1962- no OS F1 blahblah message. If i reboot from there it will
just keep doing it, however if i jump into the bios then exit(no changes) it
will boot into windows fine. I've run into this problem before on another
clients computer but i cant remember the cause or solution this time around
and i cant seem to find any litature on the error on the boards.

Anyone have an idea? The original problem with the PC was caused by a flash
card reader, it basicly killed the system(wouldnt boot past IBM.com Screen,
Bios wouldnt load etc). I really have no idea how that caused it but its
half-arsed working right now.
