1607: Unable to install InstallShield Scripting Runtime

I am running win2k on a Gateway laptop. I have been having
constant problems installing new software. Some software
installs just fine, but about half the time I get the
error message listed in my subject line. Does anyone know
how I can deal with this? I can't install a lot of the
programs I'd like to install. I can't seem to find any
commonality in the programs I am having the difficulty
with.
