1606 error

I am trying to install software but I keep a 1606 error.
I have tried all of the Microsoft Knowlege base articles and edited the
registry all to no avail.
Help me please somebody......

Heres the whole message:

Start, Run and type Regedit.exe
Navigate to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

Export the key to a REG file.

In the right-pane, delete the "Common Administrative Tools" value.

Close Regedit.exe and restart Windows.
