16 bit Windows Subsystem

Whenever I try insyalling most programs, like SimIsle for
example, I get a message saying "C:\WINDOWS
SUBSYSTEM32\AUTOEXEC.NT. The system file is not suitable
for running MS-DOS and Microsoft Windows applications.
Choose 'Close' to terminate the application."

But I'm able to install newer programs like StarWars
Galactic Battlegrounds. Is there anyway to fix this
problem with an update or something or do I need to
reinstall windows completely?
