128 Meg thumb drive won't format in NTFS

i could format my 128 Meg USB drive NTFS under win2k but now under
WINMCE it will only format as FAT or FAT32, how can i get it to format
NTFS under WINMCE?

Open Device Manager and set the policy of the USB Stick device to
"Optimize for Performance".
