I am getting a SceCli 1202 error, 0x48b on my Win 2003 Server. It shows:

Hi,

These are your Default Domain Group Policy and your Default Domain
Controllers Group Policies (I recognize the GUIDS).

Maybe go into the Group Policies and look for problems especially in
the Local Settings - User Rights Assignment.
