dotnetfx.exe can be either the installation file for .NET Framework 1.1
or .NET Framework 2.0. Normally, software that requires a .NET runtime
in order to function will include the required runtime on the CD or
start to download and install it to the system when the program is
initially installed.

What software and what is the Operating Systems of the other PCs ?
If 'the same file' worked on another system with a different Operating
System, then check to see if the .NET runtime that's needed is natively
installed :

Once you find out which .NET runtime is needed, visit the MS Download
Center and enter it's name in the Search field at the top of the page
and then click the 'magnifying glass' icon, just to the right of the
Search field:
