100mbit problem

I have just finished installing a second NIC because the on board one was
currupting the incoming data and now all is well but why does the card not
recieve of send 100% as it stays at the 85% mark, I am using a switch to
connect the 2 PC'S

is the box running xp?
if so the qos may be using the reserved bandwidth.
turn it off under services...
