100% CPU and other problems.

A PC running IE6, Windows 2000 SP3 was displaying the following symptoms:

On starting Internet Explorer the CPU usage increases to 100% and stays
there. Task manager shows that all of this CPU usage is from IEXPLORE.EXE.
Internet Explorer works OK while it is active but it cannot be shutdown.
Clicking the close 'cross' has no effect, nor does selecting close from the
file menu. The only way to shut it down is to end the IEXPLORE.EXE process
from the task manager.

I have done the following:

Removed all spyware and adware using Spybot (there were 83 issues).

Done a complete virus scan (nothing was found).

Uninstalled IE6 and reverted to IE5. IE5 then displays exactly the same
behaviour (can't shut down, uses 100% CPU).

Re-installed IE6, still displays the same behaviour.

Installed Windows 2000 SP4, still displays same behaviour.

Installed Mozilla Firefox, which works perfectly!

If anyone can offer any suggestions or advice as to how to resolve this
issue I would be very grateful.
