Why do most of our machines take nearly 10 seconds to display the "task
manager" after we do "ctrl-alt-delete" and choose "task manager"? Haven't
seen this behavior before until winxpSP2. This is on several types of
hardware, all winxpSP2.

CAD and *choose* task manager? Something has got in on the act here.
Task manager should just come up with no intermediate 'choose' stage.
Run a thorough AV and Anti-spyware check, with definitions right up to
date

No, Alex, CAD gets you the "Security Pane". As to why the Task manager
takes so long I don't know, tho.

XP in domain.

On this machine, and all XP machines I have seen (at any Service Pack
Level) CAD gets Task Manager.

What do you mean by 'Security Pane' anyway? SP2 Security Center?
(which is not brought up by CAD)

Logon "Windows Security" pane, allows password change, logoff, Task manager.
