"1 program running" mystery

I've seen this question asked before but I couldn't find an answer.

My Welcome screen shows "1 program running" for a particular user. However,
when I log in as that user, the task bar shows no programs running. The
Applications tab on the Task Manager also shows nothing running (however,
there are 53 processes). I'm using XP Pro, all updates installed.

Anyone know what the mystery program is likely to be?

Run a spyware detection program (Ad-Aware 6). Some spyware program do not
place an inco in the task bar.

Well, there are about 20 entries, but none is an obvious source of the "1
program running".

Good suggestion, but Ad Aware doesn't show anything suspicious. (I'm very
conservative about what I install.)

I tried disabling all the startup items and rebooting, but I still get the
"1 program running" for some users if they're logged in with zero
applications running.
