0x80040f error when downloading offlind address book

I have one user who get the following entry in his sync errors folder:

7:26:59 Microsoft Exchange offline address book

7:26:59 0X8004010F

If I sign on as him at another PC, I don't have this issue.

Also, he cannot access one public folder. He can open it, but none of the
items are displayed. If I right click on the folder and select properties
and click on the summary tab, all the controls in the Your permissins box
are greyed out and his permission is reported as contributor, which it
should be owner. Again, if I sign on another PC as him, the permission is
reported as owner and he has access to all the controls in the Your
permissions box. I created a new mail profile, but the results where the
same. Any ideas on what is causing this?
