I found this work around originally in http://www.mcse.ms/message11582.html and they should get the credit.
I thought this might be helpful to the community as I spent hours trying to figure out why I could not get Scheduled tasks to run when no one was logged on (backup for example)
It seems that the problem was the HID Input Service. After disablin
this service and rebooting my PC, all of my scheduled tasks are no
submitted and complete successfully. To disable this service, follo
these steps
1. Open Control Pane
2. Double-click Administrative Tool
3. Double-click Service
4. Locate "HID Input Service" and double-click on i
5. Select "Disabled" under the "Startup type" pulldown men
6. Hit OK and reboo
