0x7c918fea Error during restart/shutdown

An Error prompt everytime when I click restart/shutdown from start menu. The XPE can still restart or shutdwon no matter I have click the OK button. How to solve this error?

Error message:

RunSc.exe - Application Error
The instruction at '0x7C918FEA' referenced memory at '0x00000010'. The memory could not be 'written'.
Click on OK to terminate program.

Please Help! thx~
